The Planning Process
The Planning process is expected to be complete in January 2026. The following list outlines the basic phases of the project. Each of the phases is further detailed out below along with updates as they are completed.

Phase 3 - Plan Development (December 2025 - March 2026)
Phase One: Community Assessment
The Community Assessment will be developed over the first three months of the project. This phase will include:
- Meetings with Staff (June - August 2025)
- Listening Sessions (July 2025)
- Refine Background Research (July - August 2025)
- Plan for Public Engagement Activities
- Community Survey (Fall 2025)
- Meeting with River District Association (October 2025)
Phase Two: Community Workshops
The Community Workshops will be composed of three interactive community meetings, conducted over the course of several weeks. This includes:
- Three Community Workshops (September - November 2025)
- Develop Plan Vision and Goals
- Create Concept Plans

Phase Three: Plan Development
Following the community assessment and community workshops, the Master Plan for Mechanicsville will be developed. This phase of the project will include:
- Preparation and Review of the Draft Plan
- Develop the Final Plan
- Presentation of the Final Plan
